We helped our client adopt an automated customs revenue administration solution. The client was looking for a reliable partner to deliver transformative digital solutions for the public sector. The company’s partnership with Terant Inc. started back in 2001. The partnership evolved into a strategic alliance during the ensuing years.
The client engaged Terant Inc. in building the flagship Customs and Excise System for the Administration of Revenue (CAESAR) for the DC government. The project involved re-engineering the customs processes. Further, it will allow the government to handle the challenge of capacity growth and exercise control over operating expenses simultaneously.
A Flagship Revenue Administration System
Terant Inc. helped the client develop a new system, CAESAR, that supports the administration and business processes of import GST, administration, and collection of Customs & excise duty. The new system supported all processes and workflows of Customs and Immigration Services as required by legislation. Besides, it will allow integration between the government and business systems on the transactional level.
Terant Inc. completed the project within a tight timetable dictated by the fiscal reform strategy. Besides, the new system automated the transactions between the government and customs applicants. As a result, the DC customs department processed over 10,000 consignments per week, compared to around 200 per week before. Since the initial release, the client and Terant Inc. have made several updates, including an updated version in 2015 that brought a new responsive UI for the public.
CAESAR Increases Productivity And Helps To Avoid Bureaucracy
With the launch of CAESAR, government agencies saw a 50x increase in productivity with the capacity to accommodate future growth. It allows fast and easy electronic submission of manifests and declarations before goods and cargo departure—also CAESARoffers various payment options, such as cheques, online debit cards, and BACS.
Presently, CAESAR processes 98% of the total freight consignments.Its analytical reporting features offer a clear view of customs performance and goods movement trends. As a result, the new system places a minimal administrative burden on government and business.
